CommonSpirit Health Establishes Population Health Services Organization to Accelerate Value-Based Care Best Practices Nationwide

21 September 2023

CommonSpirit Health has officially launched a nationwide platform called the Population Health Services Organization (PHSO) aimed at enhancing access to equitable healthcare, elevating care quality and outcomes, and reducing healthcare costs. The PHSO will offer a range of services, including advanced population health analytics, network management, care coordination, data management and analytics, technology infrastructure, reporting, and more. Its primary goal is to assist healthcare providers and provider networks in excelling in value-based care.

CommonSpirit Health serves a diverse range of communities in 24 states and is one of the largest providers of Medicare and Medicaid services in the United States. Consequently, CommonSpirit's PHSO will cater to a more varied payer portfolio than any other management services organization in the country. This initiative aims to improve equitable health outcomes by facilitating the delivery of high-quality, affordable, and well-coordinated care to millions of patients nationwide.

Wright Lassiter III, CEO of CommonSpirit Health, expressed, "The PHSO is a natural extension of our mission and longstanding commitment to providing high-quality, equitable care and addressing social determinants of health. We are leveraging the national scale of CommonSpirit and our expertise in value-based care across diverse, community-based health system environments to elevate the standard for healthcare in the U.S. and help providers succeed in value-based care."

The PHSO has been designed to foster collaboration between independent and employed healthcare providers, supporting networks that include both types. These high-performing physician networks are expected to result in enhanced quality care for all patients. Notably, a significant portion of providers engaged in CommonSpirit's value-based agreements are not employed by CommonSpirit, a trend that the PHSO anticipates will continue to grow.

Value-based care emphasizes the value of care delivered over the volume of care provided. It is a healthcare delivery model that rewards comprehensive and coordinated care throughout the care continuum to improve health outcomes, quality, and equity. It often involves value-based contractual agreements that incentivize providers to achieve better outcomes, quality, and patient experiences while lowering overall healthcare costs. Demand for value-based agreements from payers and providers is on the rise, with CMS (Centers for Medicare & Medicaid Services) projecting that the majority of Medicaid and all Medicare beneficiaries will be engaged in value-based care relationships by 2030.

The PHSO will draw upon the expertise gained from CommonSpirit's existing value-based programs, which include full Risk-Bearing Organizations (RBOs) and 10 Accountable Care Organizations (ACOs) across the nation, demonstrating a proven track record of success and covering over 2.6 million lives. Over the past five years, CommonSpirit's participation in the MSSP (Medicare Shared Savings Program) has saved Medicare more than $474 million by prioritizing proactive outreach and addressing not only medical but also behavioral and social needs.

Thomas McGinn, MD, MPH, Executive Vice President, Physician Enterprise at CommonSpirit Health, remarked, "We serve diverse communities that include Medicaid, Medicare, and commercial insurance, which means our data are more representative of America than other models primarily focused on commercial insurance. Coupled with our reach across 24 states, we can use the data and tools and access to a broad patient population to take on critical national health issues that require the size, scale, and depth that we can deliver. For example, we can leverage data to understand patterns in testing, referrals, and treatment to develop interventions that reduce viral infections like Hepatitis C, which disproportionately impact our most vulnerable populations."
